bi2o5( bismuth pentoxide) is a stable molecule , where as p2o5 is unstable pentoxide that's why p2o5 exist in dimer form. So, the most suitable ans is phosphorus, not bismuth.

Dear the correct answer is Bi

because it's pentaoxide is extremely unstable 

it is due to inert pair effect by which Bi will not gain +5 oxidation......

P2O5 is stale but dimerisation will gain extra stability due to diamond like structure of P4O10
