Let metal chloride be MCln then 

Equivalent of metal = Equivalent of chloride, or 29/E = 71/35.5

E=29/2

Now a+35.5n =100

or n.E+35.5n = 100

n=2

therefore a = 2 x E= 2x(29/2) = 29.3
